O País Real (*)

A pilha de papéis amontoava-se em cima da secretária da recém nomeada funcionária responsável pela contabilidade da Câmara Municipal. A funcionária, antes jovial e bem disposta, andava agora algo apreensiva devido ás novas funções que o novo cargo exigia. Não que se sentisse incompetente, longe disso. Apenas não estava habituada ao volume de trabalho que o serviço público envolvia. E essa apreensão destacava-se mais quando surgiam dúvidas técnicas de execução de contabilidade para o sector público. E era justamente uma dúvida técnica que a assaltava agora e que já lhe tinha feito passar a manhã agarrada ao telefone. Na verdade a questão era simples: tinha recebido instruções para emitir as facturas pendentes aos fornecedores antes que as taxas de juro por moratória se agravassem (dada a tempestade financeira que se via no horizoonte). Mas qual o período anual para a base de cálculo dessa taxa de juro: o cálculo era feito a 360 ou a 365 dias? A funcionária sabia que, por exemplo, os bancos utilizam as duas bases para o cálculo das taxas de juro consoante creditam ou debitam valores (conforme lhes é mais vantajoso, obviamente). Mas, e para o sector público, nomeadamente uma câmara? A manhã tinha sido, por isso, gasta a telefonar para a Ordem dos Técnicos de Contas, para o tribunal da comarca e comarcas vizinhas com os quais a câmara tinha contactos, e ainda para a Direcção Regional de Finanças. E todos os telefonemas se revelaram infrutíferos. Faltava apenas contactar uma entidade: a Direcção Geral de Tesouro e Finanças. Se alguém a podia esclarecer, esse alguém seria aquela entidade, a entidade responsável pela emissão da taxa de juro por moratória e regulamentações afins. "A fonte limpa", pensou.
- Está sim, Direcção Geral do Tesouro e Finanças, bom dia. Em que posso ajudá-lo?
- Bom dia. Olhe, daqui é a Câmara Municipal de Vila Nova de Linda-A-Velha, do departamento de contabilidade. Eu tenho uma dúvida técnica acerca de um cálculo de uma taxa de juro.
- Só um momento que eu vou encaminhar a chamada para a pessoa indicada. Por favor, não desligue.
Uma irritante música monocórdica surgiu no auscultador do telefone. Supostamente a música seria para apaziguar a espera...
- Estou? -soou a voz masculina repentinamente no outro lado da linha, aniquilando a música de espera e apanhando a funcionária da câmara completamente desprevenida.
- Ah! Bom dia. Daqui é a Câmara de Vila Nova de Linda-A-Velha. Eu tenho uma dúvida no cálculo das taxas de juro por moratória que a nossa câmara terá de aplicar quando passar as facturas aos fornecedores. A minha questão é: o cálculo dessa taxa de juro é feito com base no período anual de 360 dias ou 365 dias? É que eu já liguei para uma data de sítios esta manhã e ninguém me soube esclarecer. Já Liguei para as Finanças, já liguei para a Ordem dos Técnicos de Contas, já liguei inclusivamente para tribunais e agora lembrei-me de ligar para vocês, já que vocês são a entidade que emite a taxa de juro em questão. A fonte limpa, por assim dizer.
- Mmh... Pois... Compreendo... Mas não estou a ver como é que a poderei ajudar. Já experimentou procurar no Google?

The stack of papers were piling up on the desk of the newly appointed servant responsible by the accountancy of the city hall. The servant, once merry and jovial, was now apreensive due to the new functions that the position demanded. Not that she felt incompetent, far from it. It was just that she was not used to the volume of work that the public service involved. And that apreension would stand out even more when technical questions related to the execution of the accountancy of the public sector would arise. And it was precisely now that a technical doubt was assaulting her mind and made her spent the whole morning sticked on the phone. In fact the question was very simple: she received instructions to emit the pending invoices to the suppliers before the interest by deferred payment got any bigger (and that, of course, considering the finantial storm on the horizon). But what was the annual period that would serve as the basis for the interest calculation: was to be considered 360 or 365 days? The servent knew, for instance, that the banks considered both the annual basis for the interest calculation according to the operations of debit or credit (accordingly with what suits them best, obviously). But, what about the public sector, and namely a city hall?
The morning was therefore spent in phone calls to the Order of The Accountants, the judicial district head court and courts of neighboring judicial districts with whom the city hall had contacts, and the Regional Finance Directorship. And all the phone calls revealed to be fruitless. There was only one entity remaining to be called: the General Directorship Of The Treasury and Finance. If there was someone who could enlight her on this matter, that entity would be that someone. The entity responsible for the emission of the interest by deferred payment and other related regulamentations. " The clean fountain!" she thought.
- Hello, General Directorship Of The Treasury and Finance, good morning. How can I help you?
- Good morning. I'm speaking from the Vila Nova de Linda-A-Velha city, by the accountancy department, and I have a technical question on an interest calculation.
- Just a moment if you please. I'll redirect your call to an appropriate person. Please don't hang up.
An anoying music sounded on the phone. Allegedely the music should soothe the waiting...
- Yes? -the male voice suddenly sounded, killing the music and catching by surprise the city hall servant.
- Oh! Yes, good morning. This is from the accountancy department of the Vila Nova de Linda-A-Velha city hall. I have a doubt in the calculation of the interest by deferred payment that our city hall have to emit on the invoice for the suppliers. And my doubt is: in the interest calculation should I consider an annual basis of 360 days or 365 days? You see, I've called several places and entities in order to get some enlightment on this matter and I've ended up with no response whatsoever. I've called the Finances, I've called several Judicial District Headcourts and I´ve called the Accountants Order. Nothing. So I remeber trying to call your directorship, since you are the responsibles for the emission of the interest by deferred payment. The clean fountain, so to speak.
- Mmh... I see... But I'm afraid I don't see how I can be of any help to you. Have you tried a search on Google?
